LONDON — Russians who were linked to interference in the 2016 U.S. election discussed ambitious plans to stoke unrest and even violence inside the U.S. as recently as 2018, according to documents reviewed by NBC News.

The documents — communications between associates of Yevgeny Prigozhin, a Kremlin-linked oligarch indicted by special counsel Robert Mueller for previous influence operations against the U.S. — laid out a new plot to manipulate and radicalize African-Americans. The plans show that Prigozhin's circle has sought to exploit racial tensions well beyond Russia's social media and misinformation efforts tied to the 2016 election.

The documents contained proposals for several ways to further exacerbate racial discord in the future, including a suggestion to recruit African-Americans and transport them to camps in Africa "for combat prep and training in sabotage." Those recruits would then be sent back to America to foment violence and work to establish a pan-African state in the Southern U.S., including South Carolina, Georgia, Alabama, Mississippi and Louisiana.

There is no indication that the plan — which is light on details — was ever put into action, but it offers a fresh example of the mindset around Russian efforts to sow discord in the U.S.

Rep. Val Demings, D-Fla., who was briefed on the documents, said they highlight how ongoing racial issues in the U.S. can be used in misinformation efforts.

"Russia understands how critical the African American vote is to determining the outcome of elections," said Demings, who sits on the House Intelligence Committee. "And because we have not effectively dealt with racism as a country ourselves, I believe we've made ourselves vulnerable to foreign powers like Russia to continue to try to undermine."

The documents also discuss how to expand Russia's clout on the African continent and win business there, from arms sales to mining contracts. They outline propaganda efforts to target Africans and stir up negative opinions about Europe and the U.S.

Looks like Russia has been seancing with Khalid Muhammad. I'm all for the 5 states, that's what 40 Acres and a mule for the freed would probably add up to.

The oligarchs should buy land from under folks and sell it back to Black folk at a discount. A violent Black group won't work, things aren't as desperate as in the past. Shoulda came through in 1877 Russia!

These racial discord plans make it so obvious that Russia doesn't have any Black friends. If you want to fuck America up, invest billions in the Black community and watch half the country lose their shit. Reconstruction 2.0 would end the place lol. At the least, Russia should team up with Black billionaires and buy out Alabama.

In 1992, KGB Director Yevgeny Primakov admitted that the KGB was behind the newspaper articles claiming that AIDS was created by the U.S. government. Segal's role was exposed by KGB defector Vasili Mitrokhin in the Mitrokhin Archive. The 1999 book Stasi: The Untold Story of the East German Secret Police describes how the Stasi cooperated with the KGB to spread the story.

I honestly don't think Russian racial disinformation was successful at all. Hillary was never going to get the Black turnout that Obama got (A+ polished politician who was Black vs Hillary), voter ID laws and suppression kicked into high gear the last decade, and disillusionment after 8 years of a Black president and conditions not changing could cause some to sit out. This would be enough to cover a 7% drop imo.

Edit: Just checked Pew. Hillary unsurprisingly went back to Al Gore levels of Black voter turnout (back to normal range), which was already higher than previous decades.

Russia convinced two hundred Black people, max, to sit this out.

Looking at the underlying issues Russian intelligence agents probably got more than they bargained for I don't think even they expected the situation was as bad.

Somebody also made a point that America is still segregated it's not a meltingpot but a collection of cultures segregated from each other.

The racial disinformation wasn't aimed only at black people. The biggest thing is giving so-openminded-your-brain-falls-out types an excuse to vote against Hillary. (aka white people who won't feel the consequences) "Both sides are the same" and all that.

Russia didn't have to do much our country was already so divided. An easy job to do.

Sad, but true. With tens of millions of Americans looking for an excuse to go out and kill minorities, it seems like a no-brainer to fuel racism to divide the country. A good chunk of the population is dreaming of that divide and hoping the Confederacy will rise again. Nuclear war hardly seems efficient when you've got a socio-political lever you can pull that makes a country metaphorically stab itself in the eye without your firing off a single shot.
