No it isn't. A veto override requires 3/5 in North Carolina to be effective; a simple majority would simply pass the bill again, but Governor Cooper could still veto it.Override still has to pass the State senate, but the Senate vote is simple majority.
The GOP is currently one seat short of a 3/5 majority in the state senate.
