Depends on context but it's used to emphasize or be used as ammo against someone who does the opposite of what they say they do or are.

I don't think it's the worst, but it needs to be used in the right context or else it just comes off as being kind of pointless. It needs to have something contradictory to be highlighting.
It's kind of the same with a lot of these I guess. A meme becomes amusing and catches on popularity, people try to jump on that popularity and end up using it in ways that don't really fit with the "mechanics" of what made it funny in the first place, the blowback from misused memes hurts impressions of the meme as a whole, until something new comes up for people to focus their attention on. The circle of social life.

Ya'll are bad at memes. Nobody is a great meme. It makes perfect sense when used properly. It's meant to imply that nobody prompted someone to say or do a certain thing and they did it anyway, usually something that turns out poorly.
