I would use the next several leagues as practice then. Play what you want and learn the mechanics of the game. If you have any questions just ask in the thread. When you are first playing just play what you think is fun and eventually start looking at builds.
? PoE2 is just the name of the campaign pretty much. You still play the same game, but you choose another campaign, and you get access to 3 extra ascendancies. The end game is the same.
Toxic Rain is better than CA for leveling especially with good attack speed. Been a long while since I've run bow characters, but that's going to change soon. Going to be practicing speed leveling a starting character, and then leveling a bow character with twink gear. Can't give you advice right now, but before the start of the new league I'll have a post about league start leveling and bow leveling. I used to just follow RaizQts bow leveling guide which should still work. Going to be a little while before I have the filters done. I like to practice a bunch of runs, and fix things that annoy me. I'll make sure to post them here when I'm done with them though. Will also post them right before launch and make sure it's up to date.

Tornado Shot itself is bad for leveling but you can transition from something like Lightning Arrow (with Barrage for single target) into Tornado Shot once you have better gear. For this purpose people use Storm Cloud for the early levels. Very good early game bow, make sure you get a good amount of flat Lightning damage on gear/gem etc.
It's not. Like said before, you buy Storm Cloud for super cheap then use the Prophecy to upgrade it.
It's not going to be common enough where you can chain farm it by throwing fragments into the machine. Even optimistic estimate of you getting access to half as many Shaper fights, that's still half as many Dying Suns out there.
Neon didn't exactly inspire hope. It looks like it's zana maps only and they may look into it. He feels that through that mechanic there won't be enough drops, and will probably need to add something. Makes it seem like that's how it's going to be in 3.9 and that they will change it later on. Shit is going to be super rare.
It's by design since it balances the power of the items. At least that's how they look at it. Just wouldn't expect them to be farmable in 3.9, but maybe in 3.10. He did mention that they won't be as rare as cortex maps, and that he's changing the rarity of cortex maps as well. Was nice to see him recognize their mistake with the cortex rarity at least. That shit was beyond stupid.
