Seems bit too sensational to go "get ready for war" from single Pentagon report, though I understand the current commander-in-chief encourages these... reactions.

Edit: Sure underground bunkers won't help that much since most of the damage will be from initial strike.

Shouldn't SK have built giant underground shelters below Seul by now?

An artillery strike would still do enormous material damages, but loss of life would be limited.
