I don't know how trading works in this game. If there's a way for me to just send it to you I could do it for nothing in exchange, not like I'm gonna use it. Got it in a Max Raid earlier.

Is Swift always better than Tackle?
Should I just replace Tackle with Swift if I can?

Swift is a special move. If a Pokemon has a significantly higher physical attack than it's special attack, it probably doesn't want to be using Swift. If both of their attack stats are fairly close or if a Pokemon's special attack is higher, then Swift would be better.
Swift is a pretty bad move in the grand scheme of things though, you'll be replacing it before long either way.

I like how Hop's character arc throughout the entire game is him slowly learning how to properly strategize to the point where the game even shows a cutscene during your battles when one of you uses a super-effective move on the other... only for him to endlessly spam Body Slam with his Dubwool in an elevator packed with Steel-types when you know he has a Cinderace on his team.
