The reason for the censorship of this game and cancellation of Omega Labyrinth Z is because of the groping minigames, which couldn't be removed from the latter as it's a crucial part of the game and not something optional like in this one. It's not like it is in the real world where you can become successful by being an asshole. If you screw anime fans over, you bring shame to yourself, and the only way to get rid of that shame is repentance.
What this means is the anime public, after hearing about this, is not going to want to purchase Senran Kagura on that system, nor will they purchase any of Sony's games. This is HUGE. You can laugh all you want, but Sony has alienated an entire market with this move.

If it was illegal, the PC version wouldn't be coming out here intact. This has nothing to do with legality or even with the rating boards as the ESRB accepted the game without changes, it's specifically a policy change on Sony's part.
