Those are user tags and that change means just "VR" (21987) tag is now 14th most popular, after switching places with FPS (1663). It's not new nor added by Capcom. It's nothing.

store tags is what usertags are called internally

Actual publisher supplied tags are called Genres and features like VR would wall under "Categories".
