Why would you even care how much they work? They get paid good money for it.
I'm guessing all story content, including whatever counts as "side" stuff. GTAV was around 50 hours for me, so it would make sense.

Not really. That is not how development works, for the most part. They definitely have most of the work done and are adding finishing touches.
It is probably much easier to know what your achievements are going to be and code them in in the middle of the process than add them on at the end as well.

I assume this is 60 hours for the main story, though everything we've heard about the game's content suggests that side content and main content are meant to blend as seamlessly as possible. I would guess that 60 is a rough estimate with a significant amount of optional content beyond that.
Also, I fully expect RDO to be as much of a shitshow as GTAO. It just seems like it's following the same pattern - lagging behind a consistently delayed singleplayer product, leading to rushed endstage development and rushed launch. Expect this to have similar growing pains.

This game honestly looks great and I tried to just talk about the topic at hand, but holy fuck this is a stupid post. Stop corporate stooging my man, shit is embarrassing. You can tell a lot about someone by their willingness to swallow a PR polished damage control turd versus the plethora of firsthand accounts from former devs.
