No, they were clear that some older games would be but not all. Likely down to publishers decisions.

I own the ps3 version of this game but the psn link says I have to upgrade. I thought previously purchased psone games didn't need the service
I added it to my library, then checked the product page on console and there's a price listed. So it looks like you'll be able to purchase this one, but maybe it hasn't rolled out for everyone yet.

I am right in assuming this will just be free to download if you bought it on a PS3, right?
I want to say the PS3 version was the Dual Shock ver and this one isn't (or its just locked behind the sub forever).
