He does blow people off, but he has like 9 different ways he does it that fit his actual personality and character better as well as the individual situations. The localization team decided to merge all of them into a single catchphrase of "whatever". Using whatever for every situation makes him come across as an uncaring asshole.

That's not the issue. Squall feels like she's abusing her position with her constant advances on him. She basically sexually harasses him.
It never comes up if that's part of it. Squall was just putting up walls because of his past trauma and he was really put off by Quistis repeatedly flirting with him with her having a position of power over him.The reason Squall rejected Quistis' advances is because she's basically his sister
