I'm confused, even if your hours got cut (yet still have a job) you can file for unemployment and receive the $600/weekly from federal gov?

When signing up for unemployment, do you get asked how much you make?

My dad is a contract worker and wasn't asked how much he made in the online form.

Now I'm confused again. I thought people on disability wouldn't need to file a return, but this sounds murky.
They posted clarification today.

Social Security Recipients Will Automatically Receive Economic Impact Payments

WASHINGTON – The U.S. Department of the Treasury and the Internal Revenue Service today announced that Social Security beneficiaries who are not typically required to file tax returns will not need to file an abbreviated tax return to receive an Economic Impact Payment. Instead, payments will be automatically deposited into their bank accounts.

"Social Security recipients who are not typically required to file a tax return do not to need take an action, and will receive their payment directly to their bank account," said Secretary Steven T. Mnuchin.

The IRS will use the information on the Form SSA-1099 and Form RRB-1099 to generate $1,200 Economic Impact Payments to Social Security recipients who did not file tax returns in 2018 or 2019. Recipients will receive these payments as a direct deposit or by paper check, just as they would normally receive their benefits.

I saw, but thanks for thinking of me. Still confusing for SSI recipients who don't have 1099s.

Depends on the state. Some states won't ask you up-front because they assume they'll get confirmation when they check with a previous employer. If they can't confirm it, then I assume they'll look to the applicant to provide a means of confirmation.

In NJ, when I have claimed unemployment when my hours were cut at Home Depot, I checked the option to have 10% taxes taken out automatically.
Same here. I do not want to forget to pay the taxes back later. I did the same years ago as well.

My two claims were deposited into my bank last night at 10pm. So it looks like I am officially set. I applied super early compared to everyone else - the 15th of last month. So I was able to claim that extra week since filing. So everyone should be getting their claims in ASAP as there seems to be a 2 week window for processing. At least in NJ. I fear it might be longer, the longer one waits.

Now I just have to wait for the 600$ weekly. Feels pretty good so far. Stable.

I've read that unfortunately, adult dependants do not qualify for anything, so I won't be getting anything for my girlfriend because she doesn't work and we are not married. =(

Oh well...at least $1200 will still be a massive help.

You mean she's listed as a dependent of someone else (her parents)? I don't think you can declare a non relative as a dependent, can you?

In any case, she can file her 2020 taxes independently (as long as nobody else claims her) and get it then.

You can claim non-blood relatives as dependents, provided they meet the member of household test.

The definition for what a qualifying relative is:

Member of Household or Relationship Test
To meet this test, a person must either:
  1. Live with you all year as a member of your household, or
  2. Be related to you in one of the ways listed under Relatives who don't have to live with you .
If at any time during the year the person was your spouse, that person can't be your qualifying relative.

Say I have a relative of mine who works for a residential contractor. Since that type of job (carpenter) is considered non-essential, he basically is out of work for now 3 weeks. Can he apply for unemployment benefits? Like in the past he has paid taxes too although is paid cash. I know he filed his 2018 and recent 2019 taxes but was telling me he wouldn't be able to apply?

If my Dad who works Uber/Lyft is able to apply, your relative should too, I'd say.

Did they say we can sign up for direct deposit for the stimulus checks if we normally have our tax refunds mailed to us?

If so, where? How? When?

Is there a government site to sign up for the direct deposit? Or am I stuck with waiting for a mailed check?

Sorry about off topic, but not sure where to ask.

I applied for unemployment. Is there anything extra I need to do in order to receive the $600 federal along with the state or should I get that automatically with the state?

Update on CA unemployment, +$600 payments for those already on UI should start next week if everything goes according to plan. For self contractors, freelancers, gig workers, etc... they are still working on updating their site for the new federal pandemic unemployment assistance program. No date was given when this will be ready.

New Federal CARES Act Unemployment Assistance

The following information provides the latest available on EDD's efforts to implement the new unemployment provisions of the federal CARES Act. Since developments are occurring quickly, we encourage you to watch for updates on the EDD Coronavirus 2020 webpage as soon as more details become available.

1. Additional $600 payments for workers with a UI claim.

The EDD is working on the programming needed to implement the extra $600 per week benefit payment paid by the federal government to workers collecting regular UI benefits. That programming can't be finalized until states receive the details and final guidance from the U.S. Department of Labor. Barring any big surprises in that guidance when it arrives, it is EDD's hope that the extra benefit payments can begin next week and continue thereafter as bi-weekly payments come due for unemployed Californians.
It always takes about three (3) weeks for most Californians to receive their first benefit payment if found eligible, with the exception primarily of wage and identity issues. But after that first benefit payment, unemployed workers will have to answer basic certification questions every two weeks to receive bi-weekly payments as long as they remain eligible.

2. 13-week extension of UI benefits for those who exhaust their current benefits.

The EDD is also awaiting final details to be able to start programming to grant an additional 13 weeks of federally paid unemployment benefits when an unemployed worker runs out of all of the benefits associated with their regular state-administered unemployment claim. In California, regular state benefit payments can be made for up to 26 weeks within a one-year timeframe.

3. New Pandemic Unemployment Assistance program initiated for those who don't qualify for regular UI benefits, including the self-employed.

The Pandemic Unemployment Assistance (PUA) is a brand new program. The EDD is working quickly with the California Department of Technology (CDT)/Office of Digital Innovation to develop the application needed to stand up this new program to serve unemployed Californians who don't usually qualify for regular UI benefits, including the self-employed. It is the EDD's hope that this new program will closely mirror the Disaster Unemployment Assistance program benefits that Californians have received in the wake of recent disasters including the large wildfires.

Again, Californians should watch for updates on EDD's website that will include instructions for workers who may have already applied for benefits and were not found eligible for the regular state-administered UI program.

Additional Resources to Help Californians Applying for Unemployment Benefits
Since there are many impacted Californians who have never applied for unemployment benefits before, the EDD has created a new Step-by-Step Chart designed to help them through the process of initiating and then managing a UI claim for receiving ongoing benefit payments. In addition, the EDD has video tutorials in five different languages to help people use our UI Online system for applying for benefits. Those in need of further assistance with the application can also identify their nearest America's Job Center of California and contact the office to make an appointment with a representative.

Monitor the EDD's website for evolving details posted to the "Latest News for Workers" and "Latest News for Employers" sections of the Coronavirus 2020 webpage.
One of my buddies received his $1200 today. Waiting for mine whenever that is.
How? Mnuchin was saying the earliest they would go out would be on the 13th just an hour ago....

If you qualify you should be all set. If you're denied cause you're someone who wouldn't normally qualify for UI (gig worker, freelancer, etc....), you might be required to do something to get on pandemic unemployment assistance. What state are you in?

Looks like nothing additional will be required on your end if your application is approved. If they deny the claim, you might still qualify for the pandemic program when that's up and running. Check back if you're denied to see if there's anything you need to do for it.

NOTICE: The CARES Act has been signed into law, and Arizona is awaiting further guidance from the U.S. Department of Labor on when the benefits will be available.

Although these additional benefits are not yet available, Arizona is now accepting applications for CARES Act benefits, and those claims will be processed as soon as DES receives additional guidance.
We are in the process of making changes to the unemployment insurance program. We will keep you updated through our website, media outlets and social media. Our customer service representatives do not have additional information at this time.

If your benefits are affected, we will notify you.

For those who were previously eligible and have already applied, please continue to file your weekly claim. For those who are self-employed, independent contractors, nonprofit employees, and gig economy workers, or requesting an extension of benefits and are not currently filing weekly claims, please submit your initial application now. You may file a claim here. If you have already filed a claim, you do not need to take any action at this time.
Please continue to check this website daily for updates.

Question: Who is eligible for the Pandemic Unemployment Assistance program under the CARES Act?
Answer: The CARE Act increases availability of unemployment benefits for individuals who are self-employed, independent contract workers, nonprofit employees, and gig economy workers, those ineligible for state unemployment benefits or have exhausted benefits. All individuals eligible for UI either through the Pandemic Unemployment Assistance program or under existing law would also be eligible for the $600/week in additional benefits.

Question: If I am self-employed, do I need to file an application for unemployment?
Answer: Yes, you will first need to file a claim online to see if you are eligible for a regular claim.

Question: If I am receiving benefits, do I need to file an application for unemployment to receive the additional $600 benefit payment?
Answer: No, if you have filed an unemployment application and it is being processed or you have an existing unemployment claim, there is nothing else you need to do to receive the additional benefits. We will begin issuing those payments as they become available.

Question: I was receiving unemployment through last week and my benefits have exhausted.
I am still within my benefit year and was told I can't file again until my claim expires. Do I need to file an unemployment application to receive the additional money that was passed in legislation for the CARES Act?
Answer: No, you do not need to file a new application. All claimants that exhausted benefits after 02/02/20, whichever is later, will be processed for the extended benefits. When the extended benefits are available, additional information will be posted on our website.

Question: How do I know if I qualify for unemployment benefits?
Answer: We will notify you after you file an unemployment application. We cannot determine if you qualify until we process your application.

As with insurance-related stuff, tax-related stuff makes my brain glaze over, so please help me out here, if possible:

I'm kind of my bestie's unofficially adopted daughter. I've lived with her for over five years and have had an income for only a few months out of that time, due to debilitating mental illness. Otherwise, she has supported the both of us on her SSDI checks. (My disability claims have been denied by the state of Georgia.)

As a disability recipient, she hasn't filed a tax return since she first qualified for it (also five years ago). Should she have been filing; and, if so, would she have been able to claim me as a dependent?

Dependents only reduce your taxable income. Can't go below zero.

I don't know how SSDI benefits work though. You would need to look into what should be happening when those benefits need to cover more than just the recipient.

That's what I thought, but didn't want to take it for granted. As I mentioned, I don't trust my own ability to parse these obscenely baroque tax stipulations. Thank you for your feedback.

Do you have access to your last paystub? You want to make sure to let them know how much sick and vacation hours you have left too. I attached my last paystub to my document and faxed it to them as proof.

Well, my Dad works for Lyft/Uber, so he gets paid every day, I think. So probably works differently?

The system is down right now anyway, so I'll put it to the side until tomorrow.

With that said though, they have yet to expand eligibility to gig workers affected by the pandemic. The only payout they're giving out at this moment for gig workers is from previous employers that payed into the UI pool or from workers misclassified as contractors when they should be employees (this is what AB5 was supposed to solve for uber/Lyft workers but I have no idea how that ended up working out).

Don't be surprised if he's initially denied, theyre waiting on instructions from the us department Of labor and for the state IT department to upgrade the site before expanding eligibility. Once that's up and running he should get qualify for it, the state hasn't made clear though if the eligibility review will be automatic or require input from the person applying.

Notice on the current limitations for self employed eligibility said:
Self-Employed
If you are self-employed, you may have benefits available from EDD employment insurance programs that you or your employer may have paid into over the past 5 to 18 months. You may have contributions from a prior job, or you could have been misclassified as an independent contractor instead of an employee. Apply for the benefit program that best fits your situation and include details about your employment to help us process your claim.

Visit Coronavirus 2019 FAQs and Self-Employed/Independent Contractor to learn more.

Same as above said:
Can I file an Unemployment Insurance claim if I am self-employed, an independent contractor, or gig worker?

If you are self-employed, an independent contractor, or gig worker and are unable to work or have had your hours reduced due to COVID-19, you may be eligible for Unemployment Insurance (UI) benefits under a few different scenarios:

  • You chose to contribute to UI Elective Coverage and paid the required contributions to be considered potentially eligible for benefits.
  • Your past employer made contributions on your behalf over the past 5 to 18 months.
  • You may have been misclassified as an independent contractor instead of an employee.

When filing for your UI claim, you will be asked for your last employer.

  • If you own your business or are self-employed, you should list yourself as your last employer.
  • If you are an independent contractor, you should list yourself as your last employer.
  • If you believe you are misclassified as an independent contractor instead of an employee, you should list the business you contract with as your last employer. Be sure to include:
    • The employer name, phone number, and address.
    • Type of work performed.
    • Dates worked.
    • Your gross wages and how you were paid (such as hourly or weekly).
  • If you are a gig worker, you should list your gig employer as your last employer.

My dad is a contract worker and wasn't asked how much he made in the online form.

Typically unemployment asks you for basic information, and then they will ask for verification of it. So when you filed, what does the app say now? Is it expecting any documents from you?
