Lore says that there were thousands (hundreds of thousands?) of American soldiers in China when the bombs fell, most of them in T-51b Power Armor. Unless they were all vaporized there should be a lot of American survivors there.

As well it would fit with the lore of Vault Tec was playing both sides and building Vaults in China as well.

"americans" aren't particularly the good guys either. just overtures to the red scare era tucked into the lore, though how idiosyncratic china can be about its sensitivities could very well be problematic there
