I'd have to imagine they'd want to do that as late as possible if they could. If they were smart (and able to) they'd just add them to the game with the patch that comes with the character.
Still, it'd be crazy if someone datamined patch 2.0 and found names like "Gruntilda" and "Mumbo Jumbo" in the Spirit list.
That means Ragna the Bloodedge, whose hair would be wild to see modeled in 3D.
