That's Sega Europe actually.

That's a meaningless distinction considering Sega Europe is the part of Sega that handles online distribution for the entire company and doesn't make games themselves. Games like Binary Domain were not made in europe, but were made in Japan by Sega's most japanese dev team.

Taito is owned by Square-Enix (who have already been releasing plenty of Japanese games on Steam so I'm not sure why they're mentioned in that tweet).

That's a meaningless distinction considering Sega Europe is the part of Sega that handles online distribution for the entire company and doesn't make games themselves. Games like Binary Domain were not made in europe, but were made in Japan by Sega's most japanese dev team.
While it's true that Sega's Japanese games are obviously made in Japan, Binary Domain was only brought to PC by UK company Devil's Details, whom Sega Europe commissioned for the port job; Sega Europe also used them for Sonic Generations. Ex-Devil's Details members went on to found Little Stone Software which continued to work with Sega Europe on porting games to PC such as Valkyria Chronicles. Little Stone Software collaborated with PlatinumGames for the PC versions of Bayonetta and Vanquish. Sonic Lost World was brought to PC internally by Sega Europe themselves, while Sonic Forces was through their subsidiary Hardlight.

For all intents and purposes it's Sega Europe that handles Sega's Japanese catalog on PC really. These ports—save Bayonetta and Vanquish—weren't produced in Japan, but regardless Sega Europe was still in charge of those two given the cooperation with Little Stone Software. The majority of these games' PC ports attribute said ports only to Sega Europe and the aforementioned external companies in their respective staff rolls.

No idea why people have this idea that Sega of Europe is some autonomous arm operating outside of the purview of those who run the company (based in Japan).
