As weird as it sounds, I kinda wish that Namco simply made the entire move list of the game two frames slower instead. So previous 8-framers would have i10 jabs, and the old 10-framers would then have i12 jabs. While-standing kicks would be i13, most throws would be i14, most "quick" launchers like hop kicks would connect at i17, etc. Block and whiff recoveries would be adjusted the same way.
It may seem like a major consequence to offense by doing this since it makes the entire fight a lot more "re-actable" defensively, but hasn't Namco been trying to help lesser skilled players defend better with every release? This idea would go with that logic, and perhaps make it easier for newbies to get better faster while still requiring a high level of skill and execution from the pros to do well in tournies and the like.
The benefit is that you would bring back that varied jab-speed dynamic that you described which really brought in a cool layer of depth in different match ups that no longer exists. Just a thought.
I understand the idea but it would make an already slowed down game feel even more sluggish. Besides if it's -2 frames or +2 they'd have to go over entire movesets with a comb and test every move on every move, check if eg combos that usually connect don't anymore because the 2 extra frames cause whiff on juggles and other weird things. Not gonna happen. I rather they worked on improving the netcode so it wouldn't rely on so many delay frames as the current. It's all about good online anyway and it isn't stellar.

Booy, for few days I'm playing terrible, losing everything, bad decisions, bad guesses, demoted Kaz 5 dans. The next day I'm playing like a cyborg, read and punish every low, good spacing, electrics in the face, mad adaptation, winning 90% of fights. Annoying Ling? Lost 2 fights - download complete. Ling wrecked and demoted. Rarity Akuma? Defy your destiny. Adapted, destroyed. In 2 hours I won back everything I lost last few days and then some. Damn, If I was in that form every day, my Kaz would be unstoppable. Felt good, felt right.. Shame these "beastly" days are few and far between.
