That's not actually that uncommon. Some teams even play in different states. The New York Giants and New York Jets both play in New Jersey.
The Jaguars play in downtown Jacksonville. Downtown Jacksonville is in Duval. Actually Duval is almost entirely made up of Jacksonville. That's why residents call Jacksonville Duval instead.
