This is an odd way to react after being nice enough to not hold someone to the bet they just lost.

This has nothing to do with the internet
Just saying that you can find pretty much any info on the internet. Had this been 1995 he wouldn't have been able to sneak away and come back so quickly to nix the bet.

You should have stood your ground, demanded he honored the bet and call him out for his utter rudeness. If you had to, you should have torn down that whole BBQ with you.

I don't know how many times I've said, "if I'm wrong, Rob [another friend] will suck your dick." Rob hasn't paid up once.

Ask yourself this, if you had been wrong and pulled the same shit, would this Ryan have let you keep your $20? If yes then let it go. If not you best cal him out... as you said you have like 10 witnesses.
