there's no choice involved.

OTs go into "gaming" and all of them get moved to hangouts after one month has passed (afaik this happens manually so some low-profile OTs may slip through the cracks)
i, um, i have a question about making OTs...*mumble mumble...*

is it okay to make an OT for a major update (say, the year's big expansion) for a game? or would it be better to just have an ongoing community OT for the game? it's a free update, it's not like a paid product if that makes a difference...sorry if that was covered already in the rules but i didn't see it...ok bye...

people make OTs for big DLC drops/expansions and the like all the time. if it's on-top of an existing OT for the game, maybe check with the OP from that one if they're still active whether they planned to include that there or not.

whether or not you pay money for a thing has generally no relevance to the topic of OTs

I am not normally one to make an OT's so it is reasonably barebones, I believe there wasn't even one set up last year which is a shame!

Is there a reliable way of reserving the second post in a thread for future updates when posting an OT? Or do I just hope no one posts for however long the post cool down is? Can a mod fix it?

one thing you could try if you're really worried is have your bbcode version of the OP copy/paste-ready in a text file somewhere and just put a big DO NOT POST YET PLEASE in the OP when posting, then wait out the countdown and post your reserve post, then edit the actual OP into post 1 after that's done to signal that it's go time
