I get the impression that this was originally another one of his scheduled tweets to stir the pot of public division and then someone on his social media team was asked to pull it in light of what's happened in NZ and the PR blowback it might cause. Or maybe they really are this stupid, Occam's Razor and whatnot.
Technically he can, but the tweet will remain public record, since I don't think Twitter has disabled the ability to delete tweets.
I feel like, with the increased usage of the platform by public officials, Twitter should have been able to do something about that.

What a weird coincidence that he would do it today of all days. Its almost like this is to make up for that earlier "thoughts and prayers to the victims" tweet to his base.
