Wether it be federally built or privately constructed, does it matter who actually builds the wall to those that donated? I mean, I doubt those that have donated to this guy care who builds the wall, they just want it built by any legal means. Don’t see, in that regard, how it’s a scam. It’s only a scam if it doesn’t get built by them at this point.
That's how it works in all countries. In the US, in China, money that's given out to contractors almost always is used to enrich a few select people. Bid is $200 million? Two or three million will vanish (not literally, it will be justified somehow). For something of this size, I fully expect people charging $500/hr to shop for cement.

But yeah he's been exposed over the past day as a major fake news generator who's built his brand solely around LITERALLY fake news and generating clicks and ad revenue from it, to the tune of hundreds of thousands a month in revenue.
