From what I read, this initial short list is literally "who was submitted and is eligible"There's so many prominent historical UK scientists they could give it to, she can't honestly be in the running, can she?... It means that the future votes are open to amendment, which is crucial going into next year as it could mean amendments might be made to stop a no deal brexit.

In short, Grieve's amendment concerns what happens after May's deal is voted down. It gives Parliament more control over what happens next, and there is at the very least a majority against hardest brexit within parliament.
