I wonder how much of this decision was based on values, that loophole, or on the technical side. The Verge had an article a while back pointing out that this law would give PornHub's parent company a near-monopoly in the age verification sector since they could choose to prioritize their own verification service.

How about proper parenting instead of the government doing it for them? Check on your children's internet usage and educate them.
Not entirely accurate. You could use your passport ID to use it online which would obviously be tracked but the licenses from the newsagent would give you a code to use and that would be confidential.

Sure, that's an actual solution to this problem. UK government should provide awareness and education to parents on how best to monitor their child's internet usage and educate them on sex.
