No it's not. I didn't "get" the Tetris Effect storytelling, but it's an auteur game and every weird graphical stuff has something to tell. And Opera, Painting and tons of other medias told obscure yet interesting stories long before video games. You can analyze Forza Horizon 4 all you want (and I think your take on it is not uninteresting at all, although I guess it was cynical :p ), there is no auteur vision in it (EDIT: well, that's debatable).
Do you really think these guys created dolphins animations, windmills, mountains and other complicated visual worlds but did not have anything to say about it?
