Nintendo has Published both previous Bravely games in the West, similar to Octopath Traveler. There were no real plans by SE to bring the first game to the West before Nintendo stepped in. The games are not funded by Nintendo, but they are still published by them. They handle all of the marketing and so on. It's not mere distribution - they treat it as one of their own.
