They are saying a black person is unlikely to get the police involved in a situation that could end with them or their dog (or both) dead. In case you were not aware, police tend to kill innocent black people, a lot.
If I was a betting man, I’d put it on “Stuff happened that you didn’t see on the recording” / “He verbally threatened me and I thought maybe he had a gun on him” although it wouldn’t explain why she then approached him.
