Appearance, then move set. I don't care how they play if I don't like their design, and liking how they look isn't enough if how they play doesn't click. Importance of story depends upon the franchise in question, liking their personality and mannerisms or at the very least not being annoyed by them usually being enough.

I always pick the cutest girl possible. Then move on if she sucks. Otherwise I pick the girl that most appeals to me like Juri in SF.

I'm all about the appearance and the moveset. I don't think lore has ever impacted my decision.

Street Fighter's Makoto is an awesome character and nobody can change that.

Appearance is important for trying out a character, but from that point it's all in the moveset. Story basically doesn't matter at all.

In terms of first impressions, appearance. I'll pick a character and will drop them immediately if I see they're a charge character though. Was never able to grasp that concept.

Style first, looks second, don't care about story. The important thing is that they feel fun to play.

Although in a lot of cases the character's look is what draws me in, and then I see how I like their style.

Appearance + abilities. Though Menat in SF5 was pure appearance, Blanka because I liked his other versions, he looks cool in SF5. Give me Dee Jay... or Elena since I missed out on her with the Ultimate SF4 Arcade edition dlc stuff or whatever it was.

Pretty much moveset, it needs to be light on execution and heavy on parlor tricks. Decent appearance is a bonus, but not a necessity.

This results in what feels like an eclectic bunch of mains - Julia, Mitsurugi, Rufus - not much design similarity.

well l picked haggar in mvc3 because final fight is one of my fav games and haggar my fav of the series. everybody else is movesets.

Depends on the game. Smash I pick Sonic, I grew up with Sega and PlayStation so most of the Nintendo characters don't appeal to me. In Mortal Kombat I pick SubZero or Noob-Saibot to begin because I like their designs and story. But I eventually move to a character who's gameplay fits me better. (Takeda/Mileena in MKX, Sektor in MK9).
In Injustice 2 I picked Robin because his gameplay just appealed to me, and it did.

So it depends on if I have a history with the franchise or not pretty much.

I choose the Pro-Wrestler first.

Zangief in Street Fighter, Wolf in Virtua Fighter, King in Tekken, King of Dinosaurs in KOFXIV.

If there isn't one who isn't overtly a Pro-Wrestler, I kind of just mess around with the cast until I find someone who I am comfortable playing as. So I guess moveset/playstyle is my second criterion.

Street Fighter Alpha was my first SF game, and I picked Rose because my girl was throwing down in high fashion and looked like Lisa Lisa from JoJo's Bizarre Adventure. Then I found out she can block projectiles and I've been using her ever since.

I don't usually main anyone. I tend to get good with every character and then choose "random" at the character select screen to mess with my opponent.

Regarding the OP though, moveset is most important to win

I go for the character I think is the hottest/coolest looking. That works out most of the time but if I don't like how that character plays I will pick the next character I think is cool/cute looking and hope they play better.

I pick based on appearance and playstyle. Appearance wise, I stick with female characters.

As far as playstyle goes, I either go with charge characters or those with stances.

I tend to go for characters that fit my playstyle. I typically pick faster rushdown characters in fighters, but I'll stick to a character I really like, or just rotate between characters when I want to switch it up.

For example, in Smash I tend to start off with Sonic or Fox, but I'm such a Zelda fan, Link is one of my mains, and I find Duck Hunt so hilarious I'll main them, too. I suppose the answer is yes, all of the above.

Due to the fact I've started to get into Fighting Games recently I don't really have character loyalty unless if it's a crossover game (Shulk in Smash, and Yu Narukami and Ruby Rose is Cross Tag Battle)

So in other game's it's primarily aesthetic/personality though most of the time it is just cute girls or the "waifu" character like Android 21 in DBFZ but in Street Fighter V I've use Rashid but I've been learning R Mika and want to get into Chun Li, Menat, and Sakura.

I will also go for Top Tiers if I need to fill in something like in Dragonball where my team also has Goku Black and Android 16

if they look the coolest i will try them, but if i don't like their moves, i will not play them. this happened with ramlethal
as a back up, if they have something basically akin to a 360 throw i will try them, but if i find them way too dumb i won't play them, and that happened with potemkin
basically i just don't play guilty gear at all

Looks > play style >>> viability I guess. I'll always try whoever looks the best to me first, but I'll always drop them if they aren't fun... Then there's the balance factor, but I don't remember the last time I dropped a character because they sucked too much. Low tier boys!

I pick Mega Man because he is Mega Man. This applies to both SSB and Marvel.

Appearance is what will make me try out a character initially, but gameplay is ultimately what makes me stick with them. If I hate playing a character that I think looks cool its less stressful to learn to love them from a distance than it is to force playing as them. That said there is a cutoff for how aesthetically displeasing a character could be and I'll still play them, they could've made Abigail the most "me" character ever gameplay-wise but you couldn't pay me to play as him.

Story means next to nothing. If it's cool then it's cool.

Mainly appearances & playstyle. Either the cool looking guy or girl, usually. I hate unattractive, burly characters, and as it happens, they don't fit me playstyle-wise either.

Appearance and moveset are about equal for me. I won't play an amazing character if they're fugly, but I won't play a gorgeous character if they're bottom tier trash or I can't get a feel for their moveset.

I also feel as though I gravitate towards characters with gimmicks. It's fun having a little quirk to center playstyle around.

Moveset. I play Guile in SFV, and I know he's an iconic character and all that but, like Juri says,' 'You soldier guys sure are boring.'

Not that he looks much like a soldier in SFV, his default costume makes him look more like a male stripper. That would make a more interesting character.

I pick the one that looks the coolest to me, and see if I like their moveset. If not then I move to the next one. I won't play the character if I don't like their moveset.

I never use the "weird" characters (voldo, zack in DoA... ) or the huge ones.

The Bruce Lee character is usually my go to and ends up being in my top 3 (and Jann Lee is definitely the best Mee ever).

Moveset and animations first. The flashier the animations the better. And I like stance characters a lot.
Appearance and aesthetics after that. I would NEVER play a character like SFV's Abigail. Even if it's a joke or troll character.
I like rivalries and stuff like that. I sometimes played characters based on their story because of that.
