It's pretty straightforward? It's one thing to post a percentage for a multi-trial experiment, because over the course of multiple trials, we'll get a success percentage which we can compare to the original prediction to check its accuracy.
But with an experiment that will only be run once, a percentage chance of success is basically meaningless. No matter what the result is, we have no way of verifying the prediction. When Trump won, the needle's 99% chance of a Clinton won came in for heavy mockery, while Nate's 70% chance was spared to a degree. But that's simply outcome bias. Technically we still have no idea which prediction was more accurate. We only know what happened this one time.
To me, if there is no way to tell whether a prediction is correct or incorrect, it has no predictive value. In practice, then, people do the thing you're complaining about -- they reduce the prescription to a binary one in an effort to find a falsifiable hypothesis. It is, yes, technically incorrect. But the technically correct thing to do is just to ignore the prediction entirely!

You know, remember when it came out a couple days ago that him and his team weren't fighting the judge on his current conditions and people thought it was either really strange or he just wanted to be safe from other inmates? Guess it was because they had a whole system worked out to break the fucking law instead.
