Say in the near future they devise a way to scan your thoughts as you are out and about in public, and can arrest you on sight based on that scan.

I think most people go their whole lives not saying some of what they really think or feel. It's part of the social contract. I'd definitely be kicked out of ERA, for example, if I didn't just avoid certain topics.

I've been in countless situations where I see/read/experience something appalling and in a state of momentary rage or charged emotion I imagine some kind of pain and torment on whoever I feel at the time to be a responsible party.

I've also had the odd humorous thought in my head that would only be funny to me but could be construed as treason by any omniscient thought police.

Having thoughts and acting on them are two wildly different things, and the separation between them is part of what makes us human.

The thing that makes prosecuting thought crime tough is that thought itself is generally a stream of consciousness, transient by nature. Catching someone in the middle of a nasty thought would be pure luck, unless they are consumed by it.

No adult ever has violent thoughts, we are all pure, and only the sickest of the sick would think about kicking an annoying dude in the nuts!

Yeah my mind goes to dark places all of the time. I dismiss it or even scold myself if it's bad enough then move on. Sometimes the mind just wanders to dark places.
