I could kind of buy into the idea that she felt it was morally wrong to reprogram their code (although that would be a bit weird considering shes only in her position because of exactly that but never the less it made some sense). Dolores has an emotional attachment to Teddy, and wants him to survive and be useful in the coming storm. She has no such attachment to the Confederados, who tortured her father, and by nature of their situation were treacherous. Moreover, she'd have had to alter them one at a time, and she could possibly only alter their traits—not their core programming.
There's also just no indication that she requires an army... yet. We don't know her real objective, and she's storming central command with a handful of loyalists. She may even be under Ford's narrative control still, especially given that he's revealed to be a ghost in the machine, actively influencing events.

They now have 2 of the 6 Tattooed Maidens. They will have to travel to the other 4 parks to gather the rest, and once they do, a door will unlock.
The fact that she doesn't have emotional attachment to them is even more of a reason to wipe them and get their loyalty.
And no indication? Shes literally fighting a war against Delos and likely all of humankind. Why are we pretending she isn't going to need help with this? Even IF her plan is to just escape with a few close hosts like teddy, theres absolutely NO reason not to fortify your forces at no cost to your mission.

Edit: I guess they didn't work to voice command, but maybe to commands over the mesh network might work? I assume Ford has their shit on lockdown to keep Delos from taking control.
