Two packs of 6. This list is incomplete and there should be 3 more returning characters. They did two Kombat packs before but now they're doing 6 per pack instead of 4.
Mainstream audience don't know about Batman who laughs. Hell, if WB keep fucking up, they won't know who Joker is either.

As a Joker fan I'm super happy to see him as dlc. Tho The Batman who laughs might be a better fit for Mortal Kombat.

No, only 6 characters. Of those 6, only Shang has been announced.
KP1 is 6 characters.
Speculation currently is that the list is incomplete. But there is evidence that this 9 may also be all we get, which would make the second KP kind of weird.
But who knows.
