California has submitted their votes to the Electoral College and now Biden is the official winner of the 2020 election, as shown in this livestream of the vote there:

EC votes are binding (even if they go against the results of the election), and now there's no legal way for Trump to stay as President once his term is up on January 20th. Either Congress (read: the Senate) actually functions and Biden is sworn in on Inauguration Day, or they don't and we get Acting President Pelosi for what is likely a very brief period of time. Trump has no alternatives here.
And no, those "alternate electors" are not an actual thing he can try to do.
Of course, he'll try to spread misinformation and try to undermine the whole process, but outside of military intervention (which won't happen because the top brass hate Trump and explicitly said they won't get involved with all this nonsense) he has no options to remain in the White House. It's finally over.
