What are we looking at for the first image? We don't even know where that image is coming from.

It may be a peninsula, that's true. Or maybe an inlet.. or fjord.
The only similarity between your new "leak" and the old (fake?) map is that theyre both islands. The islands look completely different
I don't doubt that Vice City can be on an island in their next game instead of in a full state connected to the US (Florida), but I think the map would also include Cuba or a chain of islands this time.

It wouldn't be nice to have the map spoiled before it is even announced. There is a possibility they are going back in time but i'm not sure how likely it is.
