No, you do not need VRR support to access 40fps mode. If available, your display needs to be set to 120Hz for it to work.I believe I saw a video that stated that Quality Mode on the high end consoles runs at 40fps as long as you have VRR support. Maybe thats the issue?

Anything that uses the script extender yes, because the dll's changed due to a different compiler being used for this version( console sdk requirements)
Why didn't they give us the option to select 1440p, 60 fps, ultra settings? So dumb. I'll definitely sacrifice dynamic resolution 4K for ultra settings on PS5.

I think you would have to set the ps5 to output to 1440p. I cant rememebr if you can do that in system settings. You can on series x.
You can on PS5 as well, but it's greyed out and unsupported for me. :(
