He was pretty much made The Thunderbolt's MagnetoThe problem with Avengers villains is that a lot of them didn't get the treatment and exposure they deserved compared to their counterparts. Graviton, for example, could have been their Magneto, but he rarely ever gets used. Squadron Sinister was left to rot in the corner. There's a lot of money left on the table with Avengers villains.

Short answer, Team books were out of favor with the industry. They became the dumping ground for E-list characters. Morrison's JLA and Bendis' New Avengers made team books cool again

Johnny Storm was trapped in the negative zone for a while, went to war against Annihilus, won, brought him back to Earth and made him his pet after he moved in with Spidey for a while and was a horrible roommate.
