It would be peak football if Tottenham make Arsenal champions. Or for City to lose to Tottenham only for Arsenal to lose to Everton.
Can't see Spurs getting anything against City. Guess only slight chance is if Liverpool somehow beat this Aston Villa side to give Spurs a bit of hope of making top four, and even then, City in title race mode is near unstoppable.
It'll be the most spursy thing they can do.. Play mid most of the time but when they face city and their possession based football, they suddenly wake up and score goals.

This doesn't really change much for them. A win for Villa would fully take Spurs out of the top 4.
