Someone reported the game is already playable on Mexican eShop. It's 30fps, 1080p/720p. (It's 30fps on all base consoles)

If I'm not mistaken, NfS Hot Pursuit (2010) has always been locked to 30fps, PC included. Nope, it was Need for Speed: Rivals that was locked to 30fps, as pointed out by Linus815.

You're right, it only has better music, 60 fps and a pure old school arcade racer feeling.
