Disney only owns Doug from the point they started making episodes. All of Doug directly related to the seasons that Nick produced still belong to Nick. It's how they can sell merch and still air the show on NickSplat.
Don't think that's happening since the creator of FOP and Danny Phantom is a crazy sleazebag. They still might be in this, but I don't think Nick wants the bad publicity.
