I mean, it doesn't explicitly rule out Bowser using the item. He's just not a playable character in this game.

No way they were going to aknowledge the whole Bowsette thing (not that I personally dislike it)

But I think it's pretty cool that they referenced the Luigi gag of dressing like Peach in the comic and RPGs.

I thought there was 2 versions of Bowsette? One where Bowser users the mushroom, the other where he possesses Peach using Cappy. This only killed the former.

I think implying Luigi has an interest in this sort of thing is the more interesting tidbit here!
