I don't care what's this is. Anything that doesn't give Trump an excuse to start a war is ok right now.
They'll get sanctions lightened, hoard food and supplies for their military and start testing again.
I think they've reached their limit of their capabilities and leverage—which isn't much—and they're trying to sell high, as it were. Which is fine, and a huge opportunity for the world.

Why? The entire purpose of testing the nukes was to convince world powers not to kick him out. He's done that and now he can move forward with the rest of his agenda.
Maybe Kim stepped back, said, "Hey, I bet if we make even a half-assed attempt at playing nice, everyone will be content to let Russia be the new global insanity reservoir," and decided that he'd like life better with reduced sanctions for virtually no cost.
Yeah there's definitely something going on internally for this to be happening so fast.
