This is a useless point I'm about to make, but I was always under the assumption February would be the time not because of 2013, but because Sony had already been doing Destination PlayStation in February. It was never a guarantee (I too have no idea why people were so convinced), but there was an actual solid reason to believe it could've been February.

Probably limited quantity more than anything.
I think there are too many marketing plans, game releases and third party publishers reliant on next gen consoles hitting this holiday for there to be a delay.
My own speculation, but it'd seem like games coming out at the earlier part of the year should be in an asset complete state and the devs are just now working to polish and bug test the games. Now those coming out in the second half seem like they could be affected by this.
