A third party just ported the game to Switch and PS4. I can see them adding a PC version to the pipeline as they've already done a lot of work.
Honestly, a very good question. Like I'd be happy to see RDR finally hitting PC, but why now? RDR seems to be a dead IP moving forward so why start porting it?
Because it's already been ported to modern platforms. This is in line with typical Rockstar strategy. Release on consoles first and PC later to get people to double dip. I imagine Double Eleven (the studio behind the port) will have had extra time to add some bells and whistles.
Sufficient time has passed that everyone who was holding out bought the console remaster instead, and will now triple dip. This is standard Rockstar operating procedure.

It's running well on Switch emulators even on modest systems. Makes no sense to keep a PC port back at this point.
