I remember this animation being really popular around 2006-2010 and being in YouTube classics like Stick Figures on Crack. Was always curious whether this was some crazy detailed fan animation or from some obscure Dance Dance Revolution: Mario Mix commercial. Anyone know?

You ain't kidding. Mario looks really off-model with that animation. It's like they exaggerated the squash and stretch technique a bit too much.
