Mueller has never said there will be a report. He's just been stacking indictments. The report obsession thing is kind of obnoxious, and also sort of paints this as another Giuliani leak/plant since he's said before that all Mueller can do is write a report.

I don't understand why so many people want to put an end-date on this investigation. I feel like Mueller is just getting to the meat of the whole thing. These things take time. It'll be done when it's done.

The people that broke this say they expect most will discard it but that it has weight and didnt come from Rudy. They were on msnbc. Say it came from multiple people that are involved in the process of the steps that happen in preparation for receiving the documents.
