Nah, he's talking about Ugly Steve. The only thing they've changed about Steve since first implementing him was removing the beard (Smash decided to go with the "classic" look for him).

I don't hate it, but i don't really love it either. Glad for the people that want these characters, and at this point i'll play whoever gets in, but nothing that resonates with me on a level that Banjo did.
