The United States Forest Service asks you to plan a Smokey the Bear game. Who makes it and how does it play?

Valve TF2 spinoff game featuring Pyro, naked Solider covered in honey and Scout in a hot dog costume like in one of the TF2 comics
The player is a person on fire, both you and your flames can't be put out. You are in a large realistic simulated forest with animals, villages and people.
You will eventually cause a fire, even if you don't want to because you're on fire. The music is a bunch of frail voiced chanting "Fire" over and over and you hear the crackling and the screams of the people and animals burning to death in the forest.
The game ends when the forest had burned down completely and you alone stand in a black smoldering field. The player character still on fire turns towars the camera and starts to scream im agony while the camera slowly zooms into the blackness of its mouth. The text appears: "Yours can never die. Game Over"

You know. Maybe not a whole game, but something like this as a segment in like Hellblade could be a thing.
Maybe something along the lines of Zombies Ate My Neighbors, except you're putting out campfires or eliminating fire risks instead of rescuing people.
