I love these videos, I get really into Elder Scrolls and Mass Effect lore too.
The video takes the off-handed comment at the beginning of the Fallout TV show, that the president's whereabouts were currently unknown and the White House refused to comment, and takes that as excuse to just talk about the overall government setup of Fallout's United States, the establishment of the 13 Commonwealths in 1969, as well as, of course, the known lore of the shady faction known as The Enclave.
