I have been a 60 man throughout this gen but I just devoured 155 hours of TotK at 30fps and bow at its feet. It is what it is. We will all survive.
Is it just unoptimized or something? I didn't see why the series x couldn't push 60fps with this game….are they still using gamebryo?

The game is highly likely CPU limited. Dropping resolution won't matter. The game looks to be using some form of TAAU anyway (or TAA, but it would be dumb not to use TAAU)

Why? Would you rather they tone down the physics aspects and everything else just for 60fps? Like I know for stuff like shooters or linear action adventure games 30fps is rough and a terrible target but for stuff like a physics based rpg I'd prefer that extra interaction with the world, and you can physically see and feel why they target 30

I'm afraid of my 9900k/3080 machine even being able to put out 1440p (ultrawide)/60 consistently with this

Or maybe recommended settings include RT GI and so RTX 2080 > 6800 XT.I guess? We also don't know how much the Series S/X versions are leaning in reconstruction. It kinda would explain a 2080 or a 6800 xt if it supports DLSS.
