I'm pretty sure you can play downloaded games in any account
Its nothing new. You don't own digital software, you buy a license to use it.
Your purchase is a one time fee for playing the game on your primary PS4, and allows a secondary ps4 to also play it if the account is signed in.

Nobody needs to be mad I've never seen that wording about a fee at the bottom? My Son and I game share in same house with multiple PlayStation consoles just wondering if they changed something.
You would be surprised when you realize how many people do not know what Gameshare is.
