They are now a member of the United Nations. This allowed them to have political envoys across the globe such as the Latverian Embassy in the United States of America.
Education
Education in Latveria, seems to be provided for by the government (in this case Doom), based on Doom's mention of education being universal in Doomwar when showing Earth under his control to the Panther Goddess (Bast); thus one can assume that if Doom provides universal education when he rules the world, then he would provide it in Latveria. However, the education is most likely controlled by Doom, and thus various subjects and taught concepts are most likely censored. However given Doom's substantial intellect and appreciation for the arts it's likely science, mathematics, technology, history and art are core subjects. It's a requirement to graduate from high school regardless of the discipline to memorize the body schematics and the code required to produce core Doombot engrams, for which, essentially, every Latverian high school graduate should be able to know how to build a Doombot.
Technology
Due to technological advancements far beyond anything in any other nation Latveria has managed to remain unfoulled by industrial pollutants. Because of Doom's many weapons and his mere presence in Latveria the country is considered a world superpower.

For as much as an asshole Lex Luthor is I would want him to be president. He was a pretty good president in the comics until he went off the deep end but him with no superman? Oh we going deep into Sci-fi levels with him. Although he will most likely destroy a few countries and try and unite the world Under the UN eventually so he could explore the stars and set up colonies lol

Doom is the closest thing possible to a benevolent dictatorship so if you're into that he's your guy.

Penguin and Fisk are crooks to the core, they'll put on a facade while robbing you blind.

Lex does believe the shit he says to an extent but Superman triggers him so badly he just uses all his power to find ways to shit on Superman to prove himself better, thus becoming a supervillain President. He has good potential if he wasn't so obsessed with Clark.

Norman is one bad day away from turning into Green Goblin and launching nukes. Also he fucked Gwen Stacy, get him out of here.

Going off the board, I wouldn't want a psycho like Joker, and a lot of villains have that "destroy the world" obsession. You wouldn't want those guys.
Ra's Al Ghul would be an interesting choice.

Norman, Penguin, and Kingpin would ignore it because it would hurt their bottom line. Luthor maybe. Doom would probably solve it immediately to get it out of the way.

Doom by far, he is still a dick but he treats his people reasonably well. Look at Doom 2099 and Counter Earth. Both places festering sores until he cleans them up

I just like Doctor Doom, he's a fun villain. And he can be so wonderfully over-the-top when solving problems. Just try not to be a problem for him to solve. He's less fun then.
